To keep the Provincial Agriculturists and Municipal Agriculturists under the MIMAROPA region updated on the different programs and projects of the Regional Office, a quarterly meeting is being done in coordination with the different DA banner programs. Meetings for the first and second quarter were held at the Ramada Manila Central Hotel in Binondo, Manila. The first quarter meeting, however, focused on updates regarding the Rice Program and only the three top rice-producing-provinces of the region were invited – Occidental Mindoro, Oriental Mindoro, and Palawan. Engr. Renato Manantan, OIC-RTD for Operations, welcomed the participants. It was his first time to meet the region’s partners in program implementation.
In his message, Regional Director Cipriano Santiago explained that for the second quarter, PAs and MAs of MIMAROPA provinces were called for the meeting and that all the banner programs and special programs were also instructed to give updates. He said that the collective meeting would help ensure that only one interpretation of the program updates will ensue. The meeting, he added, is also a venue to discuss the current status of the region in terms of project implementation of the different programs.
First to discuss was on the Regional Production Performance Profile by Ms. Josephine de Sales. Mr. Nex Basi gave the BUB updates. He stressed that the project is designed to empower the LGU. He reminded the MAs, especially those with backlogs, to fasttrack the implementation of the projects. He added that most of the roles in implementing the LGU-proposed projects are played by the LGU. “Assigning workloads is beyond the authority of regional offices, our role is for the coordination on the implementation,” he explained. AMAD Chief Nida San Juan discussed the updates on Marketing Programs where most of the issues arose from the status of food terminals all over the region and the Registry System on Basic Sectors in Agriculture (RSBSA). Mr. Alex Ronquillo, PRDP Regional Focal Person, gave updates on PRDP implementation while Engr. Ibarra Adriano updated everybody on FMR projects. Engineers Jean Tirante and Annielyn del Rosario discussed updates on Irrigation as well as Postharvest & Farm Mechanization. Ms. Corazon Sinnung, Regional HVCDP Focal Person, gave the last update for day-one. Updates on Livestock, Organic Agriculture and Corn programs were discussed on day2. Aside from updates on the implemented projects of the Rice Program, updates on rehabilitation programs, researches conducted and the Philippine Rice Information System (PRISM) were also discussed. PRISM is an IRRI project that aims to develop monitoring and information system using satellite imagery.
Aside from the PAs, MAs, and focal persons, the APCOs of the MIMAROPA provinces also attended the meeting. To assist the region’s partners in submitting their reports, printers, inks and copy papers were given to them before the meeting ended.
